The Government of Uttar Pradesh notified the Uttar Pradesh Code on Wages Rules, 2026, on 12th August 2026 under the Code on Wages, 2019.
The Rules repeal and replace earlier wage-related state rules and provide a comprehensive framework governing minimum wages, wage payments, working hours, employee rights, inspections, penalties, claims, and maintenance of labour records. The Rules prescribe the methodology for fixing and revising minimum wages based on family consumption needs, calorie requirements, clothing expenses, housing, fuel, education, medical needs, and other essential expenditures.
Employees are classified into four categories: Unskilled, Semi-skilled, Skilled, and Highly Skilled, and the state Government may fix wage rates according to geographical area, skill level, and nature of work. Variable Dearness Allowance (VDA) is reviewed periodically based on the Consumer Price Index.
The Rules also regulate working hours and weekly rest days. A normal working day is generally eight hours, with provisions for weekly paid rest, overtime wages, and substituted holidays. Employees working on rest days are entitled to overtime payments and compensatory rest as specified in the Rules.
It prescribes mandatory registers, wage slips, attendance records, nomination forms, claim and appeal formats, and annual return requirements. It also specifies the powers of Inspector-cum-Facilitators, inspection procedures, penalties, compounding of offences, and dispute resolution.
