Shops & Establishments (Regulation of Employment & Conditions of Service) (Amendment) Ordinance, 2025

The Governor of Maharashtra, vide notification dated 1st October 2025, has promulgated the Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) (Amendment) Ordinance, 2025.

The following are the key features of the ordinance:

• The ordinance shall be effective from 1st October 2025.

• Registration under the Act is required only if employing 20 or more employees.

• Intimation of the business is required for shops and establishments employing fewer than 20 employees.

• Maximum working hours per day have been increased to ten (10) hours from nine (9) hours, subject to a weekly limit of forty-eight (48) hours.

• No change in the weekly working hours limit.

• Continuous working hours without a break have been increased to six (6) hours from five (5) hours.

• Spread over has been increased to twelve (12) hours from ten and a half (10.5) hours.

• The maximum overtime limit per quarter has been increased from a hundred and twenty-five (125) hours to a hundred and forty-four (144) hours.
