Mandate to submit applications online under various labour enactments

The Government of Meghalaya, the Department of Labour, Employment & Skill Development, vide notification no. LE&SD.39/14/Pt/531, dated 13^th March 2025, has introduced the Invest Meghalaya Portal, wherein applications for registration, licenses, and renewals under various labour enactments can be submitted by the employer. Applications can be submitted for the following services:

1. License/ Renewals for contractors & Registration of principal employer under the Contract Labour (Regulation and Abolition) Act, 1970.
2. Registration of establishment under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996.
3. License/ Renewals for contractors & Registration of principal employer under the Inter-state Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979.
4. Certificate of registration/renewal for a Motor Transport Undertaking under the Motor Transport Workers Act, 1961.
5. Registration/ Renewal of Shops & Establishments under Meghalaya Shops and Establishments Act, 2003.
6. Registration/Renewal of migrant workers under the Meghalaya Identification, Registration (Safety & Security) of Migrant Workers Act, 2020.

Other key highlights are as follows:

• A hard copy of the application for the above-mentioned services would not be accepted or required by the Labour Department.

• Final signed certificate/license can be downloaded by the employer online.

• The applicant will receive SMS/email notifications at every critical stage of the application processing.

• All queries/clarifications related to applicants shall be sought once by the concerned authority within 7 days of receiving the application from such applicant, and resolution shall be given within 15 days.

• The department shall process the application within the prescribed time frame; otherwise, the application shall be deemed to be approved, provided the applicant has successfully completed all necessary steps.

• An online dashboard for all services has been created.
