Karnataka notifies menstrual leave policy for the private sector

In a significant move, the Government of Karnataka, vide GO no. LD466 LET 2023, dated 12th November 2025, has notified the menstrual leave policy, which grants one day paid leave per month (amounting to a total of 12 days annually).
Women aged between 18 and 52 are eligible to utilise this menstrual leave, which applies to permanent, contract, or outsourced employees. This policy will be applicable to the workforce employed in establishments registered under the Factories Act, 1948; the Karnataka Shops and Commercial Establishments Act, 1961; the Plantation Workers Act, 1951; the Beedi and Cigar Workers (Conditions of Employment) Act, 1966; and the Motor Transport Workers Act, 1961.
Conditions:
1. There will be no option to carry over unused leave to the following month.
2. Women are not obligated to submit any medical documentation to avail this leave.
Karnataka will be the first state in India to mandate paid menstrual leaves across the private sector.
