Implementation of combined annual return under Shops & Establishments Rules

The Commissioner of Labour, Chennai (Tamil Nadu), vide circular dated 27th October 2025, has confirmed the implementation of the provision for filing combined annual return under the Tamil Nadu Shops and Establishment Rules, 1948, via a designated web portal.
The Government of Tamil Nadu has amended the Tamil Nadu Shops and Establishments Rules, 1948, by inserting Rule 16-D after Rule 16-C. The new provision, Rule 16-D, states the following:
“Annual Return – Every employer of an establishment shall furnish a combined annual return under section 47-A, through the designated web portal of the Labour department, to the Inspector of the area in which the establishment is located in Form-ZC on or before 31st day of January in each year.”
Rule 16-D makes it mandatory for every employer to submit a combined annual return in the designated web portal of the Labour department. The return must be submitted for the year ending 31st December.
The submission must be made on or before 31st January of the succeeding year.
A format of Form-ZC is enabled in the designated web portal (https://labour.tn.gov.in/services/users/login).
