Government Mandates Online Registration of Establishments under OSH&WC Rules

The Government of Gujarat, through the Office of the Additional Labour Commissioner, Ahmedabad Division, has issued a public notice regarding the mandatory online registration of establishments covered under Section 3 of the Occupational Safety, Health and Working Conditions Code, 2020 (OSH&WC Code). Pursuant to the Gujarat Occupational Safety, Health and Working Conditions Rules, 2025, which came into force on 21st November 2025, the state Government has enabled an online registration facility through the Shram Setu Portal.
New establishments covered under the Code are required to submit an online application in Form-1 within 60 days from the date on which the Code becomes applicable to them. Existing establishments that were registered under the erstwhile labour laws are required to submit Form-1 online within 180 days from the commencement of the Code to obtain or update their registration certificate. The registration certificate must be displayed prominently at the establishment’s principal place of business, either in physical form or in digital format.
The notice also outlines the online registration process through the Shram Setu Portal and directs both establishments and Inspectors-cum-Facilitators to ensure timely compliance. Non-compliance with the registration requirements or the furnishing of false information may attract penalties under Section 94 of the OSH&WC Code, 2020, including fines ranging from ₹2,00,000 to ₹3,00,000.
