Occupational Safety, Health & Working Conditions (Uttar Pradesh) Rules, 2026 – notified

The Government of Uttar Pradesh has notified the Uttar Pradesh Occupational Safety, Health and Working Conditions Rules, 2026, under the Occupational Safety, Health and Working Conditions Code, 2020, establishing a comprehensive framework governing workplace safety, health, welfare, and working conditions across establishments in the state. The Rules consolidate and replace multiple existing state labour law frameworks, including those relating to factories, contract labour, inter-state migrant workers, building and other construction workers, beedi and cigar workers, welfare officers, and safety officers, thereby creating a unified compliance regime under the OSH Code. Actions taken or liabilities incurred under the earlier rules prior to such supersession continue to remain protected.

Key features of the Rules include provisions relating to establishment registration, contractor licensing, maintenance of records and returns, digital compliance mechanisms, workplace safety standards, accident reporting, welfare facilities, and occupational health measures. The Rules also prescribe employer obligations relating to risk assessment, emergency preparedness, the provision of personal protective equipment (PPE), medical surveillance, the constitution of Safety Committees, the appointment of Safety Officers, and compliance with prescribed safety standards, particularly for hazardous processes and chemical-handling operations.

The Rules were published in the Uttar Pradesh Official Gazette on 27^th August 2026, and shall come into force with effect from the date of their publication in the Official Gazette.
