Code on Social Security (Uttar Pradesh) Rules, 2026 – notified

The Government of Uttar Pradesh has notified the Uttar Pradesh Code on Social Security Rules, 2026, under the Code on Social Security, 2020, establishing a comprehensive framework for the administration of social security benefits and welfare measures across the state. The Rules consolidate and streamline the implementation of key social security provisions relating to employees’ compensation, maternity benefits, gratuity, building and other construction workers, and unorganised workers, thereby aligning the state’s social security framework with the objectives of the Code on Social Security, 2020.

Key features of the Rules include provisions governing the constitution and functioning of the Uttar Pradesh Unorganised Workers Social Security Board and the Uttar Pradesh Building and Other Construction Workers Welfare Board, administration of social security funds and welfare schemes, procedures for gratuity nominations, claims and appeals, maternity benefit compliance, employees’ compensation matters, and proceedings before Employee Insurance Courts.

The Rules also prescribe employer compliance requirements relating to the maintenance of records and registers, submission of unified annual returns, digital reporting, and online compliance through designated portals. In addition, the framework strengthens welfare measures for unorganised and construction workers, regulates the collection and utilisation of the welfare cess, facilitates the reporting of employment-related information through Career and Counselling Centres, and introduces electronic inspection, monitoring, and compounding mechanisms to support efficient administration and enforcement.

The Rules were published in the Uttar Pradesh Official Gazette on 27^th August 2026, and shall come into force with effect from the date of their publication in the Official Gazette.
